Trump's Progressive Alarm Misses The Continent's True Danger: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of Europe. It claims that unrestrained immigration and so-called "woke" policies represent an existential risk to the continent's identity. Yet, this perspective is based on a fundamental misreading of the situation. The true challenge confronting Europe is not societal but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

The data reveal a sobering picture. From 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent increase for the EU. Over this period, European income per person dropped from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Currently, about half of the global top fifty tech companies are American, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening disparity is driven by stronger productivity growth in the United States, largely due to technological innovation and better use of resources. The scene of global tech leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into enterprises valued at over $10bn, versus just 14 in the European continent.

This disparity raises a vital question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts concede it is largely a two-horse race involving the United States and China, with Europe starting at a significant handicap.

Root Causes of Europe's Innovation Gap

A number of major factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile network for funding startups. The EU has yet to establish a genuine capital markets union, which caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among twenty-seven separate systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to advance serious reform. Notable analyses on EU competitiveness and the single market point to the necessity of major reforms.

With the right policies and regulatory reforms, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent retains considerable advantages: skilled workforce, top-tier schools and universities, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating next-generation technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of world influence.
